COP WATCH:

Police Officer Sent to Psych Ward for Whistle Blowing:
Claims His Precinct Commander Fudged Crime Stats
By Charles Castro

Mr. Parascandola, my hat goes off to you for your candid reporting of the whistle
blowing case of Police Officer Adrian Schoolcraft. Unfortunately, it appears to me
that too few reporters find this travesty of justice a serious enough topic to place
serious attention to. I have two questions. First, where have the rest of the reporters
been for the last fourteen years? Second, where is the department of justice?

As the author of NYPD Blue Lies, and a former sergeant in the NYPD, I can say that
this story is somewhat old news, only that the precinct has changed. Over zealous
precinct commander’s eager to impress Borough Commander’s for self gain pressuring
officers and supervisors to re-categorize criminal complaints. Although it may appear
to be a minor dereliction, the fact of the matter is that this is a seriously insidious act
against the citizen of New York City and the time has come for someone to place
serious emphasis on this type of recurring misconduct.

In my book NYPD Blue Lies, I broke down the whys and the how of fudging numbers.
How it began with the Giuliani administration and why it still takes place. In the past,
numerous police officers have blown the lid off commanders that have gone out of
their way to persecute both police officers and their supervisors for simply doing
their job properly and diligently in reporting crimes. Usually, the offender gets a slap
on the wrist and the whistleblower winds up paying severely for his or her efforts.
In this particular case a police officer who was of sound mind before entering the
police department and later hired as a result of passing a stringent psychological
exam, is forced into a mental institution, all for reporting the truth.

The NYPD’s obsession with reducing crime has created a method of inconveniencing
crime victims to a point that it becomes a hassle and many victims just walk away
without ever reporting the crime. Imagine that your car was broken into or stolen. The
NYPD mandates that you stay at the scene of the crime until police arrive. Now
imagine that the temperature is eighteen degrees, or freezing rain, or that you have
children with you. Taking the fact that auto theft or larceny from an auto ranks very
low on the 9-11 system, you could be waiting for hours. Should you dare go to the
nearest police precinct, they will order you back to where the crime took place and
tell you to wait until the police arrive. Net result, a demoralized crime victim goes
home without reporting the crime.

The message to young police officers should be clear; report as little crime as
possible regardless if it is right or wrong or you may wind up in the nut house. Visit
